This quote describes both Haymitch's appearance and his personality. He is a " paunchy, middle-aged man" and his drunken state shows his carelessness, and just how carelessly he strolls through life. If looked at more in-depthly, his drunken state can be taken as his escape from reality, a way to run away from the horror that he had endured in his year of The Hunger Games. In this manner, Haymitch's personality can be interpreted as that of someone who lives in fear and seeks to drown their fears by subduing themselves into oblivion. Haymitch's way of ridding his mind of terrible thoughts is to become drunk.
